I knew he was right at the edge of the measurements and I ordered hoping it would run a little big, but it really runs a bit small and you should size up if your dog is close to the upper limit of the size. The small size is going to work for toy breeds such as chihuahuas, yorkies, and toy poodles less than 10-12 lbs. My dog in the photo is 16 lbs and he really needs to go up to the medium size. This is a top quality lift harness and definitely earns 5 stars.
